EDC CA, Saudi Arabia

Sahara Petrochemical Company (“Sahara”) and Saudi Arabian Mining Company (“Ma’aden”), both Saudi joint stock companies (collectively, the “Consortium”), undertook to develop an integrated chlor-alkali (CA) and ethylene dichloride (EDC) complex, together with certain utilities and offsite facilities including product storage and port facilities to be located at the Jubail Industrial City in Saudi Arabia.

The Consortium appointed 5 Capitals to undertake the Social and Environmental Assessment (SEA) study for the proposed Project for submission to the EPFI (Equator Principles Funding Institution) which is HSBC Saudi Arabia. The purpose of the report was to demonstrate that the Project would comply with the requirements of the Equator Principles, IFC guidelines, OECD common protocols and guidelines of Korean Export Credit Agency (KEXIM).

A Permit Application Package (PAP) for the Project required for the construction and operational permits was also prepared for submission to the industrial city “The Royal Commission forf Jubail and Yanbu” (RCJY).
